1. Qualification
a) High-level Talents
For high-level talents such as national-level talents or experts with high academic achievements and great influence in their fields of study, the university will make more efforts to introduce them, which is not restricted by the specific condition (Check more information in “XPU Implementation Measures of Introduction of High-end Talents (Interim)”.
b) Subject Leading Figures
Experts or professors who have achieved outstanding achievements in their field of study should have a PhD in related areas. Applicants of science and engineering is generally no more than 45 years old, and applicants of humanities and social sciences is generally no more than 48 years old. Candidates are required to satisfy the basic conditions of XPU “Appointed Professor of Jingwei Scholars”. More information can be viewed in “Detailed Implementation Rules of XPU Jingwei Scholars”.
c) Outstanding Young Teachers
The candidates have obtained a PhD from renowned universities and research institutions at home and abroad. Applicants generally do not exceed 35 years old and those who are able to demonstrate excellence in their field of study may be relaxed requirements appropriately.

A. Full-time Introduction 1) XPU would provide talents of Natural Sciences subject with no more than 20 million yuan for the purchase of instruments and equipment and the start-up of scientific research; XPU would offer talents of Humanities and Social Sciences subject with no more than 5 million yuan for the start-up of scientific research. Special circumstances may be discussed separately. 2) Talents would be hired to professional and technical secondary position and be offered an annual salary of eight hundred thousand to twelve hundred thousand yuan one person. 3) XPU would provide a house about two hundred square meters or resettlement fee one million yuan free of charge for one person. 4) XPU would assist talents in building research teams, arranging talents in staffing of government affiliated institutions, hiring team members both inside and outside the school and providing talents with office and laboratory according to the actual situation. 5) XPU would offer spouse job if necessary.
B. Part-time Introduction 1) XPU would provide five hundred thousand to ten hundred thousand yuan each person for the purchase of equipment and the start-up of scientific research. 2) XPU would offer a monthly salary of forty thousand to eighty thousand yuan per person according to actual working hours. 3) XPU would reimburse transportation expenses and lodging expenses during the work period. 4) XPU would provide office and laboratory according to the actual situation. |

The Selected of the National Youth Program; The Selected of National Outstanding Youth Fund; Talents of Comparable Level or Title. |
A. Full-time Introduction 1) XPU would provide talents of Natural Sciences subject with no more than ten million yuan for the purchase of instruments and equipment and the start-up of scientific research; XPU would offer talents of Humanities and Social Sciences subject with no more than two million yuan for the start-up of scientific research. Special circumstances may be discussed separately. 2) XPU would provide a house about one hundred and forty square meters or resettlement fee six hundred thousand yuan free of charge per person. 3) Talents would be hired to professional and technical tertiary or quaternary position and be offered an annual salary of five hundred thousand to eight hundred thousand yuan per person. 4) XPU would assist talents in building research teams, arranging talents in staffing of government affiliated institutions, hiring team members both inside and outside the school and providing talents with office and laboratory according to the actual situation. 5) XPU would offer spouse job if necessary. B. Part-time Introduction 1) XPU would provide four hundred thousand to eight hundred thousand yuan per person for the start-up of scientific research. 2) XPU would offer a monthly salary of twenty thousand to forty thousand yuan per person according to actual working hours. 3) XPU would reimburse transportation expenses and lodging expenses during the work period. 4) XPU would provide office and laboratory according to the actual situation. |

A. Full-time Introduction 1) XPU would provide talents of Natural Sciences subject with no more than one million yuan for the start-up of scientific research; XPU would offer talents of Humanities and Social Sciences subject with no more than six hundred thousand yuan for the start-up of scientific research. Special circumstances may be discussed separately. 2) XPU would provide per person with a house and resettlement fee three hundred thousand yuan based on XPU relevant policies. 3) Talents would be offered an annual salary of three hundred thousand to four hundred thousand yuan per person. 4) XPU would provide talents with office and laboratory according to the actual situation. 5) XPU would offer spouse job according to XPU relevant policies. B. Part-time Introduction 1) XPU would provide three hundred thousand to five hundred thousand yuan per person for the start-up of scientific research. 2) XPU would offer a monthly salary of fifteen thousand to thirty thousand yuan per person according to actual working hours. 3) XPU would reimburse transportation expenses and lodging expenses during the work period. 4) XPU would provide office and laboratory according to the actual situation. |

Subject Leading Figures |
1. Talents with PhD degree holding professorship or equivalent position at high-level university; 2. Talents who have won national and provincial important scientific and technological awards, presided over national key projects or the National Social Science Fund Projects, mastered essential experimental methods or key technologies of scientific engineering construction; Talents who have published high-level academic papers in top journals of the discipline in the past five years; Talents who have engaged in academic research in foreign universities and have published high-level papers in top Journals of the discipline in the past five years; 3. Talents of science and engineering is generally no more than forty-five years old, and talents of humanities and social sciences is generally no more than fifty years old. Talents graduated from well-known universities or research institutions at home and abroad and obtain PhD degrees. Talents should reach the following standard: 1. Subject of science and engineering: Talents have participated in national level projects as a key member. (PhD overseas should possess project experience of corresponding level.) Talents have published one highly cited ESI academic paper in this field as the first author or three or more papers in top journals of the discipline in the past five years. 2. Subject of humanities and social sciences: Talents have participated in the National Social Science Fund Project or the Humanities and Social Science Project of the Ministry of Education as the main members. Talents have published one paper in the field of ESI, A&HCI as the first author or three or more in the top journals of the discipline in the past five years. |
1. XPU would provide talents with resettlement fee two hundred thousand yuan and two hundred thousand yuan for the start-up of scientific research. 2. XPU would provide per person with a school-funded house based on XPU relevant policies. 3. According to talents’ performance and the special evaluation procedure of senior professional and technical positions, talents would be appointed to XPU associate professor primary position or XPU professor quaternary position. 4. A certain amount of teaching workload will be reduced or waived during the period of employment. 5. Priority is given to spouse employment in accordance with school regulations. |
Outstanding Youth |
Talents have gained outstanding achievements. Talents have one year of overseas study experience or have been taught by famous tutors. Talents have participated in the National Social Science Fund Project as major members during the PhD period. Talents have certain cultivation potential after inspection, and have published three to five high-level academic papers in well-known journals of the discipline. |
1. XPU would provide talents with one hundred and fifty thousand yuan resettlement fee and one hundred and fifty thousand yuan for the start-up of scientific research. 2. XPU would provide per person with a school-funded house based on XPU relevant policies. 3. Talents would be appointed to XPU associate professor tertiary position. 4. A certain amount of teaching workload will be reduced or waived during the period of employment. |

Talents have outstanding performance in related academic fields. Talents are competent to teach related courses and have strong scientific research capabilities. |
1. Housing allocation is carried out in accordance with the “Administrative Measures on Housing for XPU Faculty and Staff”. 2. XPU would provide talents with resettlement fee one hundred thousand yuan and fifty thousand yuan for the start-up of scientific research. 3. XPU would offer rental subsidies (up to three years, 2000 yuan/month) 4. Talents would be appointed to XPU lecturer primary position. |

Notes: 2. When experts of national-level “talent project” come to work, XPU would adopt the method of “one person, one discussion, special matters and special approaches”. The specific remuneration is negotiable, and competitive annual salary is provided according to the performance level. According to the need of scientific research, the funds of scientific research startup and platform construction could be allocated to support the formation of research teams. XPU would provide talents with housing and help them solve life problems such as spouse work and children's school problems. 3. According to the actual situation of introduced talents, XPU encourages teachers to visit high-level universities or scientific research institutions at home and abroad or conduct post-doctoral research after entry into school. XPU would actively recommend all kinds of talents to apply for national, Shaanxi province, and school talent projects, and assist them in establishing research teams through green channels and building “Special Zone for Talents” to provide barrier-free, one-stop, personalized and all-round services. |
